In the year of 2009 the little country of Liburania has collapsed after the armed conflict between NATO and the local warlords, the SRP and the Mercs. Infrastructure is in total chaos and civilians are either on the run or in numerous refugee-encampments along the Liburanian border. After the most recent conflict in the fall of 2008 NATO managed to bully the combatants to meet for negotiations.

For a short time everything was calm, now a new storm is brewing since all negotiations have stranded. Local warlords have become more and more corrupted by their ways of funding the continuous battle for power in Liburania. Recently the “Separatist Reform Party” got control of the gold reserve stolen by General Conrad. These finances have made it possible for the SRP to become the leading Liburanian political fraction today. With great wealth and power comes temptation and greed. Corrupion has spread through the party like wildfire while most claim to still fight Liburanian freedom. The SRP are struggling to control the land and limit the influence of other fractions while keeping the party unified.

Troops previously led by General Conrad that has not fled the country have divided into two fractions. One led by Conrads former finacier Yuri Orlov and his to say the least questionable import/export company, the Orlov Corporation (ORC). This company has control of a majority of the lucrative weapon transactions in the region.

The fiercest rival of Yuri Orlov is drug lord Milo Simic, former cashier of General Conrads. He finances his quest for power by running a large-scale production of opium in the mountains of Liburania. His production is flooding the European markets with cheap brown heroine, filling his war chest, making him a serious player in the struggle for Liburania. Chaos following recent events has laid the land wide-open for these two opportunistic war profiteers.

In the middle of Liburania between areas controlled by the three national fractions called “The three kings” we find “Bashir-City” controlled by no one. Everyone is welcome if you have money to spend. The existing law in Bashir-City is nothing more than an empty shell of greed and corruption. Justice in this anarchistic city is what you make for yourself. Here you can find everything from guns, drugs, wealth, opportunity and despair.

The world is watching with sympathy as NATO is preparing their troops along the borders of Liburania to squash any rising conflict. Is it time to cut the heads of these Kings once and for all?
