I don't know whether you have previous experience in obtaining and tuning a sniper rifle, so I will be under the assumption that you do not. Sorry if you already know this.

Getting a base for a sniper rifle can be cheap, but making it actually work as it should can be expensive. My friend likes to say "Bolt action speaks louder than words" so I would recommend getting a spring-used sniper rifle. Well makes some good bases from which to start building it up to a high-end sniper rifle. Depending on the real life model you would like, you could search for these models from Well: MB03 and MB08.

These are just my observations and I am sure there are a lot of more experienced and wise people on these forums that can help you. Just getting you started. :)

Just an advice... if you don't mind.
If it's going to be your first airsoft gun - better to start with usiall AEG.
Sniping in airsoft is very spesific thing.

I agree. You need to commit to not just sniping but spending a lot of money on the sniper rifle to make it effective and good. You will need to replace the trigger box mechanism as it will not hold the stronger springs that you will need to buy for the rifle. The amount of money you need to spend on maintaining and tuning the weapon would, in my humble opinion, be better spent on a good AEG.

Nevertheless, if you do decide to go with the sniper rifle, and aim to get it to perform well, be prepared to spend money on it. The base can be cheap, but the parts needed are expensive on the long run. On the Well series, I have heard people changing the trigger mechanism (this is an absolute must, as the pot metal wont stand the stronger springs), a new spring, depending on how much nominal power you want out of the gun, hop-up bucking and barrel (possibly, depends), piston and its chamber. This is all from what I have heard/read from people who have actually spent the time to tune their airsoft sniper rifles to excel. :)

i need a sniper rifle
and i do understand that i need to upgrade parts and i'm very happy for the feedback on the price front

is there any other god sniper rifle you recommend me to buy and tune :)

I would start with a JG Bar10 G-Spec. ($100)
Then perform the following upgrades:

6.02 or 6.03 precisionbarrel ($80)
Firefly hard bucking ($25)
zero trigger and piston ($200)
teflon cylinder ($150)
spring (at least a M150) ($25)
metal bearing springguide ($30)

You could always look into buying a used and already tuned rifle.

KJ Works M700p is a nice one... & cheaper to tune.

Get a propane adaptor, put in G&G "power bolt". change barrel & hop-up rubber & your good to go :) 550-600fps :)
