I need a good plate carrier to wear to a milsim, I usually carry 6 m4 mags, a hydration pack, a multipurpose utility pouch for random stuff, and a grenade.

So, it really depends on both your budget and about a thousand other things.

If you want something lightweight get a JPC with a BFG Tenspeed pouch on the front and you'll have a lightweight and mobile platform.
Want something more modern and a bit bulkier get the AVS or CPC (RS or otherwise)
If you want a "cheap" RS spec plate carrier I can highly recommend the WAS DCS, or if I would buy another one today probably the Recon to implement the ability to use easy switchable front panels.

For airsoft, as long as you're not going for any impressions it's pretty much a crapshoot.
Most of the gear out there works pretty decent.

My main suggestion is wait a little longer if you're currently on the lower end scale, and get at least a medium priced vest.
You can thank yourself later. The fit and feel of a mid range or even a high end vest is leagues difference. Especially on fit and comfort.

I second what was said above, but if you have to go cheap go condor. I have a condor MOPC that is great. However, now I run a 5.11 tactical plate carrier with taco pouches because I run a lot of different guns...

I have one, and the only thing about it I don't like is that it doesn't have side panels for plates. That is okay for me for airsoft because I don't need plates. But if I was in combat I'd want side plates. I do miss the extra molle space from my condor MOPC though. I usually run lots of mags cause I run a HK MP7 and I can only carry 30 shots to a mag, so I have 10 mags, they don't all fit on the front of my vest without sticking out super far...

If you're willing to invest in something more uncommon, you can get Russian 6B46 for roughly the same price as a Condor MOPC (without the pouches, that is.) You can get in basic colors (OD, tan, black..) or camouflage (not just Russian stuff, but woodland, multicam, MARPAT and others) as well. If you're running M4 mags, then you may use AS Val mag pouches, they're roughly the same size. I'm recommending this because I think that Techinkom (the name of the manufacturer) does good pouches, with a practical opening and closing system, and hey, at least you'll have a cool, unique piece of kit to talk about.
