UPIR/NAF Uniformes

Hi, i have something that concerns me a lot with how berget crew divided different uniforms in to different teams. UPRI is more eastern countries, and in the east (Russia) is using Digital flora. But to play with this uniform i can only choose NAF forces.
Why isn't Digital flora on UPIR forces, its more logical that it should be there because all other Russian uniforms are in that category.
