NOTE: This is only for Mercenaries, Civilians other LARPers. The Civilian Police has no authority over Red/Blue military factions, and civilian laws/Rules don't apply to UPIR Or NAF.

Hello all!

I wanted to make this post to clarify the relationship between the Mercenaries, the civilians and the local police, so we can make this game the best we can for everyone!

The police is not a military target, and by game start they are completely neutral to all military factions. They are Civilians, and they are a group of Hardcore larpers, and they play as realistic as possible. Their goal for B16 is to have an as authentic police force as possible to create immersion for everyone. But to make this possible for for them and everyone else, there need to be a fear of the police, aswell as a fear of getting arrested/Killed. This will be enforced by game mechanics, and will be enforced for all LARP Sides.

Here is an early draft of what we have in mind, that will possibly change over time with your feedback!

- Fear of Death
Civilians already have this ( A dead character means they need to respawn as someone else. Doesnt apply to mercs ).
Being arrested and proven guilty of a major crime count as a death. ( Proven guilty will be approved by LARP GM )

- County Threat Level
To balance the risk vs reward for mercenaries and to give penalty to overaggression, there is a County threat level ( Explained in Another thread )
The higher the threat level, the more rewards you get for completing missions, but your respawn get restricted and the police get more Tools and get stronger.

Here are the special tools that the police will have:

Tasers
Police has access to tasers, that will look like a real taser and make a sparking sound.
Effect: When police shout " Taser taser taser " and discharge the taser, players will be incapacitated for 30 seconds and must lay down.
Note: Players under the influence of drugs are immune to tasers. Players may chose to ignore the taser to simulate that it doesnt have any effect. This will however give Police probable cause to search you since they will most likely suspect that you are on drugs.
Cost: Free. Police carry unlimited tazer charges.
Requirements: None. Effective range: Up to 5 meters

Protective Vests
If Police officers use a protective vest, it will act as a Ballistic vest. A protective vest must look like a real vest and have POLICE or SWAT in clear readable letters.
Effect: When hit by a BB the player take a hit as normal and lay down, but is only incapacitated for 10 seconds. During these 10 seconds the player may not talk, shoot or move but he/she can send out a distress call on the radio giving their position and callsign - This is to simulate the use of a panic button. After the 10 seconds has passed, the player may move again without the need for a bandage, but if shot again they follow normal hit rules for civilians until the vest has been replaced at the police station.
Cost: 5,000 BD per vest.
Requirements: None.

Impounding Vehicles
Vehicles used in crimes may be impounded by the police. Impounded vehicles are considered *DESTROYED* and may not be repaired, towed or moved in any way. You either need to wait until the vehicle respawn ( 2 hours ), or you can pay the police a fine to get it back instantly.
Effect: A Vehicle gets Destroyed and cannot be used ingame until respawned ( 2 hours ) or fine paid to police ( instant ).
Cost: 10,000 BE for police to impound a vehicle - 20,000 BD Fine to get it out.
Requirements: Vehicles may only be impunded if its caught used in a crime.

Spikestrips
Spikestrips will be a long stretch of Cardboard Cone ( Looks large a large Toblerone ) that can be placed or thrown on the road to stop vehicles. May only be used on wanted vehicles or people that refuse to stop.
Effect: When a car drive over a spikestrip, the car can drive for an additional 500m Before they have to stop. Once the car stops ( 0-500m ) It is considered Damaged and need to be repaired Before it can move again. Spikestrips are ONE TIME USE. once placed on the ground its considered used even if no car hits it.
Cost: 10,000 BD ( Berget Dollars ) each
Requirement: Requires Threat Level 2. Only one per car at a time. Can be bought from GM at Police HQ

K-9 Unit
Police will have one special car which is a K9 unit. Once requested, It is a GM triggered event with different outcomes.
Effect: K-9 Units detect drugs and large quantitys of Money. If they mark on a car, it gives police probably cause to search the car and the people inside it.
Cost: 100,000 BD One time cost to purchase and train dog. 6 hours Delivery time.
Requirement: Can be bought at any time. Requires Threat level 2 to use. Dogs can only be called on vehicles or Buildings where cops have reasonable suspition that a crime is or has being commited. Requires Healthy Dogs, Dogs are kept in an open Dogyard.

Checkpoint:
Police can decide to create a checkpoint.
Effect: A checkpoint is a partically blocked road where police do a Visual inspection of cars, and check if the car is wanted. Police may not search vehicles or call K-9 Units on a car in a checkpoint unless they have probably cause that a crime has or is being commited. This is normally done by seeing for example drugs or large quantitys of Money during the Visual inspection. Police may only check wanted status of cars during a checkpoint, not the people inside the cars.
Cost: None.
Requirements: Requires Threat level 3. Requires minimum 2 marked police vehicles and 4 Police officers.

Roadblock:
Police can decide to create a Roadblock.
Effect: A Roadblock is a completely blocked off road Where cops can search thru any vechile and person who drives or walks up to the roadblock.
Cost: None.
Requirements: Requires threat level 4. Requires 3 Marked police cars and 6 Officers. Can only be Active for 4 hour, and has a 6h Cooldown.

Police Helicopter
A Police helicopter is controlled by Berget Events when called in.
Effect: A Police helicopter when called in will do one out of two things:
1) It will either monitor a 3x3 grid area. Any people comitting crimes inside the covered area are automatically identified and it counts as evidence.
2) It follows a vehicle and reports location of the vehicle or the driver for the duration, and reports it to the police. If the helicopter lose sighs of the driver or car, it will report last known location and return to base. ( This is done by GM following the vehicle and reporting the location to Police officers )
Cost: 200,000 BD Per Use. Has Fuel for 30 minutes.
Requirements: Requires Threat level 4. Requires the Helipad to not have been under any threat for the last 15 minutes.

SWAT
Highly trained Tactical force equippped with special Tools and Equipments and high firepower
Effect: When called in, SWAT will deploy in a highly fortified van. They are equipped with grenades, high firepower, Sniper Rifles and one ballistic shield(Bulletproof). They can also defuse and identify Bombs. The SWAT van Count as a mobile respawn Point for all police officers.
Cost: 100,000 BD in a one time fee to be trained. 6 hours training time.
Requirements: Requires threat level 4. Requires trained Swat Officers.

Detaining and Arrests
The police may detain someone for up to an hour while investigating a crime. After 60 minutes the player must be released or arrested.
When arrested, the Police have another hour to present the case to LARP GM to get the arrested person convicted.
If a person is arrested but for whatever reason not convicted, he or she will recieve monetary compensation of $100,000 which is taken from the police budget.

Anti-Police Items

Lawyer
Anyone can act as a lawyer for Another person. ( If a Civilian decide to be a lawyer, only he/she can perform this role )
Effect: When representing someone, the accused have a high chance of recieving a lower sentence crime or go free completely.
Cost: The Lawyer get paid 30,000 BD per case
Requirements: Formal Clothing ( Non Military )

Police Radio Scrambler
Effect: Police are unable to use radios or phones for 1 hour.
Cost: Mission Reward
Requirement: None. When used, it cause threat level 5 for the duration and 30 mins after. There can not be any current major crime or police aggression.

Police Radio Scanner
Effect: You can listen to police radios for 1 Hour. ( You get handed a radio which has the police Freq on it. )
Cost:: Mission Reward
Requirements: Requires threat level 4 or below. There can not be any current major crime or police aggression. When used it lower current threat level by one.

Poisoned Dogfood
Effect: Police dogs are kept in an open dogyard. Place the dogfood inside the dogyard, after 1-3 hours ( Random ) if not noticed, Police dogs are poisoned and unavailible for 6 hours
Cost: Mission Reward, Trade
Requirements: None

Fake Bomb
Effect: Place on Police Helipad or Garage. Helipad = Police helicopter unavailible for 3 hours. Garage = Police can not bring out more vehicles than what is already in the field for 1 hour. These bombs when examined by SWAT Bomb expert will be proven to be fake, and the effect will end. Each bomb takes 5 minutes to examine, you can Place several.
Cost: Mission Reward, Trade
Requirements: None.

Riot
Effect: Mass Protest / Riot that will force the police to use all their Resources to disolve the riot and restore Peace. Every single police offer on duty need to gather up to handle the situation, regardless of their ongoing dutys.
Cost: None.
Requirements: Require Threat level 3 or below. Requires atleast 50 Players to participate, where 10 has to be non-Merc ( Civilian, Blue or red doesnt matter ) . No weapons allowed during the riot, BE will provide Molotovs and other Props. There may only be one riot for the entirity of the game.


Local Brew
This is an awful horrible local brew that noone like, but the only thing that is legal.
Effect: Random effect given to you when consumed.

Drugs
Drugs can be purchased, stolen or acquired in other ways.
Effect: Drugs make you immune to tazers for 3 hours. During the time, you must have the drugs on you, and once the effect ends, you must discard the drugs.

Do the vests protect against any first hit or only hits on the vests?
What if the wearer is hits by several bbs in a very short span of time (say a full auto burst or by several shooters)?

Not that I'm expecting shoot any police officers, just that I'm assuming that some players can take such vests and use them for themselves *glares at NAF CIU ಠ_ಠ * (can they?)

They work for hits anywhere, and multiple hits doesnt matter. Just like when a soldier get sprayed by 200 bullets it doesnt mean he need to instantly respawn ;)

And no, only police can use the vest, that will be clarified!

About only police using the vest, if i need to evacuate a innocent civilian during a firefight i would like to be able to lend them my vest and escort them to a safe place. After all my job is to be the protector and a inocent civilians life is prioriticed.

The dresscode is american style police. For anyone interrrsted, they should PM me so i can put them in touch with the chief of police.

Police can use: pistols, mp5s, assault weapons, shotguns and non-military sniper ( limited to two snipers )
