It's a SZO-84 (Siatkowy Zestaw Obezwładniający), basically a net launcher. It uses blank ammo to launch a net that restrains the suspect. Based on a RWGŁ-3 (Ręczna Wyrzutnia Gazów Łzawiących) gas grenades' launcher, with a net compartment attached.
